Who We Are
The CAGE Companies (“CAGE”) is the leading omnichannel gaming operator in the Caribbean. We are a premier group of gaming and lottery enterprises specializing in the installation, operation, and management of video lottery terminals (VLTs), video gaming machines, linked gaming systems, and cutting-edge game content across the Caribbean and Latin America. Our extensive portfolio and gaming licenses include sports betting, virtual sports, mobile gaming extensions, and iGaming, delivering innovative entertainment experiences to players across multiple jurisdictions.
Our Mission
Founded in 2004 by Robert L. Johnson and Robert B. Washington, CAGE was established following the sale of their previous company, Leeward Islands Lottery Holding Company (“LILHCo”), to GTECH (now IGT). LILHCo introduced Caribbean Lotto and other popular games in the region and played a key role in bringing the multi-state POWERBALL game to the US Virgin Islands.
CAGE was created to design, develop, and operate advanced gaming terminals and systems, enabling multi-currency, multi-state mystery progressive jackpots and cross-pay technology—allowing players using different currencies to participate in shared jackpot games for a more seamless experience. Our commitment extends beyond gaming; we focus on fostering economic growth through job creation, entrepreneurship, and strategic partnerships with governments and businesses, ensuring sustainable development throughout the Caribbean and Latin America.
The CAGE Companies are headquartered in St. Thomas, US Virgin Islands and in Cyprus with offices and operations in Antigua and Barbuda, Barbados, Guyana, the Dominican Republic, St. Kitts and Nevis, Saint Lucia, and Puerto Rico.

Video Lottery
As of February 2025, CAGE operates over 3,200 Video Lottery Terminals (VLTs) and gaming machines, with projections to expand to approximately 4,070 by year-end. Through its existing management contracts and operating licenses, CAGE is authorized to operate up to 6,000 VLTs and gaming machines across its current markets. Additionally, CAGE is actively exploring new gaming machine opportunities in Puerto Rico and strengthening its strategic alliance with Cricket West Indies, the leading sports brand in the Caribbean Community.
